It should be noted that the second party or employer-oriented system is designed based on the responsibilities and needs of the employer in the implementation of non-destructive tests for his private projects, so when a person separates from the relevant company, the issued certificate will also be invalidated.

The issue of competence and certification of non-destructive testing staff has been discussed in our country for many years, and in this regard, the Iranian Non-Destructive Testing Association has tried to establish the necessary systems in the country since its establishment by establishing committees and then expanding the councils. and continue.

In order to examine more precisely why and the necessity of forming the National Non-Destructive Testing Board of the country’s aviation industry, it is better to take a brief look at its history and the process of its formation in 2003. This year, the European Aviation Safety Agency and the US Federal Aviation Administration finally agreed to meet the needs of the aviation industry through the replication of the EN4179 and NAS410 standards. With joint reviews, for the first time in 2008, these two standards were published in the same technical terms.

On the other hand, the European Aviation Safety Agency, in order to create a platform for monitoring the implementation of regulations and its quality, approved the formation of national aviation boards for non-destructive tests in different countries of the world, thus making the compliance of the aviation industry in Europe with the aforementioned standard through its own mandatory instructions. did According to the EN4179 standard, the National Non-Destructive Testing Board of the country’s aviation industry is an independent board in the field of non-destructive testing, which is established with the presence of representatives of the aviation industry companies and is recognized by the regulatory and specialized institutions of each country, and thus is responsible for meeting the requirements of non-destructive testing employees. in the aviation industry and provides evaluation services.

Based on this and considering the problems and shortcomings that existed in this industry in our country, after examining and examining the history of the subject in the past years in our country and examining the implementation patterns of other leading countries, the formation of the National Board of Non-Destructive Testing of the Aviation Industry of the country based on The requirements of the EN4179 standard were approved under the supervision of the Civil Aviation Organization and the Non-Destructive Testing Association of Iran, and it was officially put on the agenda from the beginning of 1401. Next, by creating a working group consisting of non-destructive testing specialists in the aviation industry, and representatives from the board of directors of this association and the civil aviation organization, the creation of infrastructure and the formulation of guidelines related to the following three processes were entrusted to the national non-destructive testing board of the country’s aviation industry.

It should be noted that in accordance with the notification of the Civil Aviation Organization on the same issue with number 51545, all NDT repair and service companies with CAOIRI Part 145 & Part M license from the said organization are required to develop non-destructive testing staff qualification guidelines based on international standards in order to continue their activities. EN4179 and obtaining establishment approval from the mentioned national board. Subject: Notification of the establishment and approval of the National Board of Non-Destructive Testing of the Aviation Industry in the Scientific Association of Non-Destructive Testing of Iran

Considering that compliance with the provisions of AMC 145.A.30(f) for the NDT department of repair companies licensed by the Civil Aviation Organization has created problems for the country’s aviation industry, therefore, taking into account the requests received by this organization, how to establish a board National non-destructive testing in the aviation industry has been investigated and decided. The Iranian Non-Destructive Testing Association, which is a scientific and specialized authority for non-destructive testing in the country, has established a National Board for Non-Destructive Testing in the Aviation Industry based on EN 4179 guidelines and implemented the provisions of the regulations. CAOIRI Part 145 & M of the Civil Aviation Organization.
It is obvious that in order to prepare and formulate the procedures of the said board, this board has been managed for one year from the date of issuance of this directive under the supervision of the Board of Directors of the Iranian Non-Destructive Testing Association and after that it will continue its activities in accordance with the provisions of the EN 4179 directive.
It is mandatory for all the addressee companies of this circular, based on the EN 4179 guidelines, to send their requests and obtain the approvals listed below through the communication channels of the Iranian Non-Destructive Testing Association mentioned below.
1) Preparing and adjusting the guidelines for qualification of employees of non-destructive tests of companies (Written Practice) and sending it to the National Board of Non-Destructive Tests of the Aviation Industry for approval.
2) Appointing and introducing the responsible level 3 expert (Responsible NDT Level 3) to the National Board of Non-Destructive Testing of the Aviation Industry for the qualification process and obtaining the EN 4179 certificate.
It is obvious that the validity of the certificates of all experts who are certified according to the requirements of EN 4179 regulations are still valid and they can also act according to the requirements of Circular No. 5956 dated 08/02/2013.
